SHAH, M.P.H. - President and Founder
Jugna Shah is a nationally
recognized expert in ambulatory payment reform, healthcare financing
system implementation and advocacy.
Ms. Shah helps healthcare providers address the clinical and financial
implications of Ambulatory Payment Classifications (APCs) and the
Outpatient Prospective Payment System (OPPS). She works with
hospital providers to ensure they are in compliance with all new
federal regulations, and are fully reimbursed for the services provided
in the changing healthcare environment. Her services include education
and training, strategic planning sessions, financial impact analyses,
assessment of APC implementation, compliance projects and others.
Ms. Shah also provides advocacy services to her clients. She regularly raises policy issues through written comments and public
testimony with the Center for Medicaid and Medicare Services (CMS,
formerly HCFA) on behalf of a number of provider and industry
organizations, including the 10 PPS-Exempt Cancer Centers (now called
the Alliance of Dedicated Cancer Centers). Her efforts over the past
seven years have been well received and many recommendations implemented,
resulting in improvements of the OPPS system.
Ms. Shah also works internationally on healthcare financing reform
initiatives. She is currently working on a large scale health insurance
and health financing project in Turkey in collaboration with colleagues
from around the world. Previously, she was the U.S. project director
assisting the Romanian government in implementing healthcare financing
reform, through a contract with the U.S. Department of Health and Human
Services (DHHS) and the U.S. Agency for International Development (USAID).
Ms. Shah has also served as lead technical advisor on a number of
inpatient (DRG-based) healthcare financing reform projects providing
assistance to senior government officials and policy makers in Bulgaria,
the Czech Republic, Hungary, and Slovakia.
Ms. Shah holds a Bachelors of Science in Biopsychology from Oberlin
College, and a Masters of Public Health Policy and Administration from
the University of Michigan
